Passive, always in effect. Your pointer fingers can emit a small flame similar to a blowtorch, and your other fingers, when traced along a surface, leave behind a thin trail of smokeless powder, which will rapidly burn down when ignited. This will never create enough gunpowder to craft an actual explosive device, and at most would do a single point of damage if traced onto someone's skin and ignited (which they can prevent simply by moving around). The blowtorch finger is similarly too small to be an effective weapon, and at most would do a single point of damage, but it can be used to cauterize a wound and to (slowly) cut through metal, or weld metal together.
