Spend an Action, Exert your Mind, choose a target within 300 feet, and make a roll (dexterity+athletics), Difficulty 6. The target may use a Reaction to dodge, parry, or resist, depending on the flavor of the Power. (If a non-dodge/parry resistance roll is used, determine its Attribute and Ability at Power creation).
Damage dealt equals the difference between your attack roll's outcome and the resistance roll's (if one was made), plus 3.The target's Armor is Fully Effective.
