Conner using a tattooing gun can from a distance manipulate the tattoos he has placed on people to communicate by tattooing their face on himself while also causing their tattoo to temporarily change into a face causing them to be able to communicate.

As Conner prepares to bridge the vast distances between himself and those heβs marked, he settles into a familiar ritual with the tattooing gun in hand. This instrument, more a wand than a tool in this moment, hums to life with an almost eager anticipation. As he begins the process, not on another but on his own flesh, the needle dances with precision and intent. It doesnβt inscribe a new tattoo but activates the magic latent within him, a conduit to those he seeks.
The ink under his skin stirs, coalescing into the face of the individual he wishes to communicate with. Itβs a generic face, a template that morphs to adopt the nuances of expression and emotion, a mirror to the personβs current state. This face doesnβt belong to anyone yet resembles everyone, a paradox made possible through magic. Itβs a surreal experience, watching these features form and shift, their eyes locking with his in silent conversation. The connection is palpable, a thread of energy that tugs at his core, a blend of concentration and a mysterious, ethereal bond.
The Tattooed Individualβs Perspective (The Receiver)
For the person on the receiving end, the experience is equally mystifying. The tattoo that marks their bond with Conner, usually a static image, begins to undulate gently. This movement is subtle, not painful but undeniably present, like the first hint of a breeze that promises the storm to come. Then, as if the ink itself is alive, their tattoo morphs into a face.
This face, while not Connerβs, carries an echo of his presence. Itβs a visage without identity, yet filled with expression, changing and responding as if part of a conversation. This manifestation is deeply personal, a visual representation of the invisible line that now connects them over distances untold. The voice that accompanies this visual transformation is clear, resonating not in the air but in the mind, a direct conduit to Conner. Itβs an intimate exchange, shielded from the world, as though the words are whispered directly into their soul.
Spend an Action. Select a number of targets up to your Mind rating any distance away from you. You must have specific targets in mind, but you require only an intuitive understanding of them, such as their name, face, or Location. This Effect cannot be used unless βConnor has used Permanent Magical Tattoos on the target.β. You must actively and obviously use Tattooing Gun to activate this Effect.
You open up a line of communication to your targets, and may converse with them as long as one of you maintains Concentration
The conversation will only be perceived by the intended recipient. You must share a common language for your target to understand the message.
The user manifests the barrier between the physical and fictional world by calling upon their personal character. The ink from the cartridges surround the user's target, which then make the target appear to be cell shaded-- with the strength of the shading depending on the strength of the barrier.
Spend an Action. Select a Animate target within arm's reach. This Effect cannot be used unless you are in your Alternate Form. You must use up a cartridge of ink in order to activate this Effect. Roll Charisma + Influence at Difficulty 6.
If you succeed, you create a barrier around your target, which absorbs the next Outcome + 6 Damage. The Damage reduction from the barrier is applied before Armor. This Artifact may have up to 3 barriers active at a time.
The barrier will fall after two hours, or if it absorbs the full amount of Damage. When a barrier falls, you cannot use this Effect again for a minimum of 2 Rounds.
This Gift's Cost is capped at 2 and cannot be increased further.
As Trinity paces around the area, looking around, their eyes seem to shift colors to anyone looking at them, going from their natural color to a dark red. They also seem to jump around at odd places and intervals, as if not really looking at the place itself.
The gift involves Trinity finding traces of the dead's spirits, and being able to tell from the state of those traces how long ago the beings died - and what kind of being they were.
Exert your Mind and spend a minute. Investigate an area with a radius of up to 100 feet At the end of your investigation, roll Perception + Alertness at Difficulty 6.
You learn the following information about the area:

The user taps their Bell, and upon doing so creates a yellow bubble-shaped barrier around the target that protects the target and everyone around it.
Spend an Action or Reaction to activate. Select a Animate target within arm's reach. Roll Dexterity + Athletics at Difficulty 6.
If you succeed, you create a Barrier extending out 15 feet from your target, which absorbs 2 times the next Outcome + 2 Damage. Only applies to attacks which originated outside the 15 foot radius, and protects anyone who is within that radius. Nothing can pass into the bubble until the barrier is broken. The Damage reduction from the barrier is applied before Armor. You may only have 1 active barrier at a time.
You must maintain Concentration while using this Effect. The barrier will fall if you are interrupted, or if it absorbs the full amount of Damage. When a barrier falls, you cannot use this Effect again for a minimum of 2 Rounds.
This Gift's Cost is capped at 2 and cannot be increased further.
the high intensity at the close range for the HEPD starts to melt any matter in its way as it bores through any object meat or machine.
Expend a point of Battery and spend an Action or Reaction to activate. Select a Non-Sapient Object within 20 feet no larger than a purse (5 liters). You must use up 4 AA batteries in order to activate this Effect. Roll Intellect + Firearms Difficulty 6.
If your Outcome is 4 or higher, the target will be fully and completely destroyed, leaving behind no meaningful remains. If your Outcome is less than 4, the target will be partially damaged, and any attempts to use it will suffer a dice penalty equal to your Outcome.
Valentine's arm or chosen body part turn into black tendrils and fills the locked item after chewing up some Big League Chew to have Darlin' be up to the task as the fluid moves into the locking mechanism and begins to twist and turn.
Spend an Action. Select a door, lock, or locked target within arm's reach. Cannot be used on Alien technology. You must use up Big League Chew in order to activate this Effect.
You may lock, unlock, and/or open your target.
Doc puts his hands on you and begins to mutter to himself in french. The effect is instant and horrible. You begin to remember all of the sins of your past, all the ways that you've wronged those who loved you. All of the terrible, evil things you've done on these contracts in order to survive. Doc seems to be in the grips of similar memories, tears running down his chin and dripping onto his hands that are pressed tightly against you. At the point where your mind feels like it's about to break, it's over. Just as quickly as it began. You feel your wounds begin to close.
Exert your Mind and spend 1 minute. Select a Living target within arm's reach. You must make a Trauma roll when you use this Effect. Its Difficulty cannot be reduced by any means. Your target must make a Trauma roll when you activate this Effect. Choose a specific Injury on your target that has not yet been treated with this Effect and roll Charisma + Medicine at Difficulty 6.
If you succeed, the Injury is reduced in Severity by your Outcome. If you reduce its Severity to 0, the Injury is fully healed. Otherwise, it is partially healed and will heal the rest of the way at its natural rate.
This counts as a successful Makeshift Stabilization if the Injury was not already Stabilized; any Battle Scars caused by the Injury will remain.
The mobster presents a reasoned, logical case to the target: there's a lot of dangerous folks out there, and only they can offer safety... for a price.
If they agree, they will pay the mobster a monthly fee for protection. If they stop making their payments... well, let's just say, the mobster can't be held responsible for any unsavory types that might pay them a visit.
This Effect cannot be used unless you are making a deal to exchange money for protection.
You may make an oath with a physically-present, Sapient target. Communicate the oath's terms to the target, including the requirements and penalties for each participant. If all agree to the terms, you must Exert your Mind and all participants must shake hands to seal the deal.
Record the oath as a Condition. If a party breaks the oath, the Condition ends and they suffer the oath's penalty.

The target cannot be compelled to agree via a direct threat of violence, another Effect, or another oath. If you would like to use clever wording to mislead the target, you must succeed a contested Intellect + (Culture or Influence) roll.

The Psychic can speak directly into someone's mind, engaging in an entirely telepathic conversation. While they do, they take on a blank, vacant stare in the direction of their target, and appear to be muttering gibberish to themselves under their breath.

The Future Soldier learned to create foam grenades in their own time period, and they still can, kinda. They look like glowing orange capsules with a rugged rubberized grip. When thrown, they burst into a splash of expanding neon orange foam. The foam hardens in seconds, severely hampering the movement of anyone unlucky enough to have been splashed. Those affected may use their hands or weapons to hack away at the foam and free themselves.
Occasionally, the fuses on these bootleg grenades fails, and they go off immediately.
Spend an Action and use up this small metallic grenade with pin (unless you succeed on 1d10, Difficulty 7). Make a thrown attack at a Location within normal attack range. Roll a single D10 as a critical failure check. If you roll a 1, the Effect fails, and you are hit as it activates immediately at your present location. The target may roll to dodge or defend, as normal for thrown attacks. The attack does not deal Damage, but the Effect does.
If you succeed, all affected targets will be restricted at their location by a physical, tangible binding. They can still move their arms and use Effects, but are reduced to ΒΌ of their movement speed.
The binding around a target must be destroyed in order for them to break free. Breaking the binding requires a total amount of Damage equal to twice the original Contested Outcome. Damage from multiple attacks is cumulative and stacks linearly.
