The artifact faintly glows when it comes into contact with bare skin. It is either frigid or warm, but no one can tell.
The tip of the Rain Drop sprays out regular water until it forms a maximum 60 ft radius dome of falling rain. It’s just wet and unpleasant in general.
On the usage:
Contact with any skin works, so Delphyrion tends to hold it with a glove. At some point they were using it as a paperweight, only for it to activate when they tried to move it. Soaked documents were not fun to replace, but thank goodness there weren't any water-reactive chemicals exposed. Delphyrion also intended to use this artifact as a hand warmer or cooler during winters and summers respectively, but their indecisiveness led to the artifact being both warm and cool.
On the shape:
Delphyrion has no idea why this artifact is so unwieldy, nor why it resembles an ice cube. Its raindrop shape means it doesn't stand up properly most of the time, though thank goodness it doesn't roll off tables. They haven't tested the durability, but they'd rather not risk unleashing any magical leakage on the world yet.
On dihydrogen monoxide:
Portable water is always useful especially when traveling by plane, though at some point people have started to think that Delphyrion is carrying an extremely deadly poison called dihydrogen monoxide. Often they decide to play into this, though it has gotten them into trouble at the airport. Thankfully the officers always wear gloves when inspecting it, so they end up concluding that it's simply a big blob of glass and that Delphyrion is onto nothing. How dare people call them a charlatan!
On impracticality:
Normally people tend to choose more immediately useful gifts, perhaps for healing or damage. Delphyrion, upon being asked about what power they'd need, was thinking about the amount of times they'd wished it was raining outside. It isn't for work-related reasons; clear days are much better for outdoor experiments and camera exposure. In fact the extra moisture would mess up certain reactions instead. Basically, Delphyrion sometimes wants it to rain so they could sit by the window with a book and a warm beaker of tea to romanticize life. It is a little odd to do so in a lab, not to mention they haven't needed rain in their contracts so far.
However, everything Delphyrion does is inefficient anyway; what's one more inconvenience?
At least they are now saved from a long and grueling trip to the sink.
Exert your Mind (unless you win a coin flip) and spend an Action. Select a Location within 60 feet of you. Choose a 3-D shape that will define the borders of your Effect.
You create a zone of rain in the chosen shape, originating at the chosen Location, with a radius of 60 feet. and lasting for 5 minutes. The area inside your zone is affected in any number of the following ways:
Clowning's left an impact on Mort, more than he'd like to admit. In an instant, his nose begins to grow slightly, turning a bright red as the target is trapped within their own mind for a few brief seconds. Flashes of an Eldritch Clown Abomination flash through their mind.. along with the knowledge that maybe any clown could become such a creature.
Exert your Mind and spend an Action. Select a Sapient target within 20 feet. Affected targets may resist by rolling Mind at Difficulty 8 with a -3 dice penalty. If they are incapacitated or unconscious, they fail automatically.
If they fail, your target will take 1 point of Mind damage and gain Fear of Clowns as a Trauma. This Trauma may be removed by Effects or mundane therapy, as normal. Affected targets are aware that they are being attacked and can generally tell who did it.
Lay down your hands, press them into the
earth.
Slide them forwards, curl your fingers - is it sandy and gritty? Soft, moist loam? Adjust your demeanor to it.
There is friction, here. The earth churns with the grinding and growling of the worm. They dance in, and through their food, working tirelessly for us to produce life-giving soil.
And they speak secrets, to those who will listen.
Exert your Mind and spend a minute to activate. Investigate an area with a radius of up to 500 feet You must actively and obviously use Soil to activate this Effect. At the end of your investigation, roll Perception + Animals at Difficulty 6.
You learn the following information about the area:
when the target is enthralled , its eyes shine a barely noticeable purple light and obey the command with the open formula "would you kindly.."
Exert your Mind and spend at least one Action. Select a Sapient target within 20 feet. Your target may be actively engaged in Combat. Communicate a command to your target. Roll Charisma + Alertness at Difficulty 6. The target may resist by rolling Mind at Difficulty 7.
If the contested Outcome is positive, your target will be compelled to follow your command to their best understanding of the letter and spirit of the command until they have completed it or for your Contested Outcome in minutes. You cannot issue another suggestion to the target until 10 minutes after they have completed the first command or 10 minutes after a failure.
The target is unaware that they are under supernatural influence and feel they are acting of their own free will. If you fail, they realize that you were attempting to influence them supernaturally with your command.
Your command can be an order to take an immediate Action. You cannot order a target to "do nothing," and they are free to take other Actions as they fulfill your request. Your command cannot be obviously self-destructive. The Effect ends if following your command would cause a target to cross one of their Limits in a way that would necessitate a Trauma roll.
Possession of this Power grants the following Battle Scar: Tinnitus.
Upon shaking hands with Howard, the ringing of a bell can be heard. The bell rings a number of times equal to current members of The Loan. Afterwards the smell of a sweet wine can be noticed. Howard is also struck with a quick, severe mental pain, this however is of no consequence statistically.
You may make an oath with any number of physically-present, Sapient targets. Communicate the oath's terms to the targets, including the requirements and penalties for each participant. If all agree to the terms, you must Exert your Mind and all participants must Shake on it. to seal the deal.
Record the oath as a Condition. If a party breaks the oath, the Condition ends and they suffer the oath's penalty.
When crafting your oath, you may incorporate any of the following penalties:
The targets cannot be compelled to agree via a direct threat of violence, another Effect, or another oath. If you would like to use clever wording to mislead the targets, you must succeed a contested Intellect + (Culture or Influence) roll.
When crafting your oath, you may opt to enforce compliance. If you do, any participant that wishes to break the deal must take 3 Mind damage and succeed a Self-Control roll. They may attempt once per day.
Whenever a participant breaks the oath, you are immediately made aware and may even witness the act as if standing nearby.
It is obvious to your targets that the oath you are proposing will be supernaturally enforced.
Possession of this Power grants the following Battle Scar: TBD.
All oaths you create last 12 hours maximum
Over the course of 30 minutes, the user draws a rune related to the desired effect on a corresponding part of the target's body.
