Legacy Power: Unstable Distortion

Description
When Guido instinctively creates a Time Distortion, the pulsing nucleus of the temporal rift is unstable, exploding moments after it is created.
System
Spend an Action, Exert your Mind, and target a Location in line of sight and within 50 feet to be the center of the blast. The area in a 20 feet radius of your target immediately and obviously becomes imminently dangerous. Next round, on your initiative, roll Intellect + Science Difficulty 6 as a Free Action. Every creature remaining within 20 feet of the targeted Location takes Outcome + 2 damage. Armor is Fully Effective against this damage.
