Description

Victor locks his gaze upon the target and raises his hand to turns an imaginary dial in the air. As his hands move the imaginary dial, he emits a faint, high-pitched hum.

The target feels a brief tremor pass through its body before its neurotransmitters stop sending the proper signals to its brain.

System

Spend an Action and spend a point of Pain to use on a target within 20 feet. Roll Mind, difficulty 6. The effect lasts for 1 Minute.

Aimed (This Effect may be Dodged or Defended against by the target.)
Sacrifice (Instead of Exerting your Mind or expending Source, activating this Effect gives a Severity-1 Injury that worsens by 1 Severity each time you use an Effect with Sacrifice. This Injury cannot be prevented by any means or healed before 1 day has passed.)
