( It is clear that you are communicating with the target. You must actively and obviously be using up Legal documents. You must obviously use this Artifact to activate this Effect. When activating this Effect, this Artifact is obviously Alien and cannot be concealed under your clothes or similar.)

Bankston unfurls a stack of legal documents, meticulously scribing upon them. he employs strategic gestures with his D.A. badge, leveraging the inherent recognition of authority that transcends all sentient beings. he keeps his badge clipped to the front of his suit.

Exert your Mind and spend one minute. You must use up Legal documents in order to activate this Effect.

You may understand and communicate to Creatures, humans, and Sapient beings as if you are fluent in a relevant language for the next hour.

This also includes understanding any recorded communications from the relevant targets, including writings, scent trails, etc.

While active and speaking to a single individual, you may choose to use glib tongue. When you do, anything you say to them (even gibberish) will be exactly what they want to hear. You gain no understanding of what that might be.

If you use this Effect to spend an hour speaking with a native speaker of a human language you don't know, you may Exert your Mind and roll Intellect + Culture Difficulty 7. With Outcome 4 or higher, you permanently learn that language and accent.

On music:
It's a blemish in Zephyren's past, yet one of his most fond highlights all the same. The sense of community that music brings is universal, as anyone can understand when a score sounds upbeat or solemn. He could put his emotions into it and no one would know the subject of his grief, only that he does have feelings after all. It never quite leaves his mind, so he finds himself stopping in his tracks whenever he hears it - whether geophonic or anthropophonic or biophonic - he has to appreciate how it all flows together.

On animals:
Wildlife is harder to spot in Hong Kong, with all the urbanization. Zephyren remembers his first few months in Canada, which were often spent just gawking at the animals he's never seen. Particularly, he had no idea coyotes were dangerous. Whoops.

If you roll a 1, the Effect fails, and you lose the ability to speak english, or any langauge, for the next hour. (you can only make blubbing and bubble sounds). You must use up A galleon of water in order to activate this Effect.
