In these bustling buzy streets foreigners visit and enjoy their stay, unaware of the resentment they foster with Tokyo's less vocal residents, and the average person goes about their soul crushing day whittling away against the slow burning grind of modern life.

Summary
The Greater Tokyo Area is a huge metropolitan area consisting of the entire Kanto region of the nation of Japan. Tokyo is known for being not only the urban centre of Japan, but one of the most culturally, technologically, and even spirtiually developed cities in the world.
With a population of around 43,000,000 residents, 98% of which are specifically Japanese, 1.8% of which are Asian, and the other 0.2% being neither, and an area of 36,880 km2 (22,900 mi2), the Greater Tokyo Area is one of, if not the mos,t largest metropolitan areas in the world.
Tokyo while being incredibly predominantly Japanese, is home to many different enclaves of different ethnicities such as the Yokohama Chinatown, Edogawa ward's "Little India", and Gunmwa ward's "Samba City". Ontop of that, Tokyo sees a large influx of tourists every year (13-15 million). The most common spoken langauge in Japan is overwhelmingly Japanese.
Generally the Supernatural is abuzz in Tokyo, though away away from the public eye and kept under a veil. Yokais are sighted almost on the daily and encounters with them aren't exactly uncommon: Cryptoleak is always buzzing with reports and allegations, and excorcists / mediums and their services are highly sought out by the Government and powers-at-be for the sake of Public Safety. For the sake of Public Safety, most major illuminations and encounters and reports are usaully blotted out / handled by the Government, as to deter Mass Hysteria.
Shame-and-Work Culture
There are three types of cultures in the world: Shame, Guilt, and Fear cultures, Japan is a major proponent of the first and third. Japan among the more developed countries, has the second highest suicide rate as well as one of the lowest birth rates, there is a reason for this. In Japan, you are taught growing up to fit the mold, to be one with the crowd, you are taught to be normal and you are firmed into soceity's expectations. The nail that sticks out isn't hammered down, in Japan the nail that sticks out is simply left in the shelf forgotten, doomed to rot away while listening to their own ridicule.
Oddities in Japan are feared, and because they are feared, they are shunned and ignored. Social ostracization is a huge problem in Japan, someone who acts out or sticks out often finds themselves shunned and shit-talked by the general public, unable to find and/or keep work. Outside the public though, online, people are subject to incredible amounts of bullying and harassment.
The average person in Tokyo is especially Fragile, they fear a break from the norm. The average person works for a living, only coping with their life through some form of escapism that they've found in their downtime: however extreme and/or bizaree it may be. The average person fears the supernatural, they fear a break from the ordinary, they fear criminals, they wish to preserve their way of life however they can and usaully won't break away from it without intense pushing.
