Illuminated Earth is a twisted reflection of the modern world where the advent of smartphones and the internet confirmed the existence of the supernatural instead of disproving it. Ever since the first supernatural phenomenon was recorded at Nevada in the year of 2004, Governments have scrambled to take control and identify these apparitions by forming organizations tasked with keeping as much anomalies as possible away from the public eye. Japan in particular did this through forming the National Police Agency Anomaly Security Bureau (NPAASB) under the National Police Agency, as well as a few reforms to its Public Security Intelligence Agency. Furthermore, the National Diet made attempts to regulate some aspects of the more public supernatural anomalies. All of this, in hopes of keeping the status quo in check.

Fast forward to 2019, and the supernatural still largely ran amok. New anomalies kept appearing each year as laws and courts fail to reform and adapt in time, mostly due to public protest against regulations leading to new laws being pulled back and the unpredictable nature of Anomalies in general, ever-changing, never consistent. As the decade pass, the top players in this new world of anomalies - be it from the government, public, or criminals - began to organize themselves into a sort of hierarchy recognized by many. From the highest governmental bodies to the lowest group of newbie contractors, they are united by different goals yet the same willingness to further their interests by making use of these anomalies.

Yet behind that many claim as mysteries, surely someone ought to know where they came from. Beneath the underground syndicates, governments, institutions, and contractor groups, someone or something is pulling the strings.

House Rules

Contractors from Illuminated Nikko Are NOT portable, and may NOT visit other Playgroups to participate in Contracts.
Illuminated Nikko grants 6 Experience points to GMs who achieve the Golden Ratio.
  • Match Background with Starting Social Status: You will start as a newly formed group of contractors in a small Japanese town, who all have agreed to be in one group before they actually go to a Harbinger together. The highest social status you can go on the start is an assistant of Nikko's mayor. Therefore, the backstories, assets, and liabilities must be set up accordingly. No famous big-time celebrity, CEO, or whatever, at least not at the start of the campaign. One may start at a higher status once/if the contract group as a whole have already reached of similar status.
  • No Long-Distance Teleportation: Gifts that grant long-distance teleportation, such as into another town or continent is prohibited. It is overpowered and having it in the campaign would ruin a fuck-ton of story arcs (e.g. "why didn't the assassin contractor just teleport himself into Shinzo Abe's bedroom and slit his throat instead of going all the way to sneak inside his estate?" can actually become a valid question. It ruins everything).
  • Language: Japanese-native characters can only speak Japanese without Polygot asset. Japanese-native characters with Outsider liability can only speak one non-Japanese language of choice. Foreigners can only speak their native language + English without Polygot asset. Foreigners that have Outsider liability can only speak their native language.
