Ramsey Brookes is a private investigator who will risk his life to become the ultimate esper and tear down the US government.

He is 60 years old, lives in a cushy downtown apartment in Chicago, and often appears as a late-middle/early-late age guy with an average build; greying black hair, light facial hair, and blue eyes.

Ramsey Brookes lives in Earth Unveiled, a setting where we learned the supernatural's real; but in the modern-day is carefully controlled by Conspiracy. His journal has 4 entries.

Actions

Attack with your weapon or hands.
Evade by rolling to Defend or Dodge. Your Outcome is "spent" to reduce the Outcome of any incoming attacks until your next Action.
Activate a Power or use an Ability as normal.
Hold your Action by declaring an Action and a triggering event. If the event occurs before your turn on the next Round, you perform the Action.

Reactions

Dodge by rolling Dexterity + Athletics ( dice) Difficulty 6. Your Outcome is subtracted from the attacker's.
Defend with your weapon by rolling its attack roll. Your Outcome is subtracted from the attacker's. Availability depends on weapon match-up (tap/hover).
Clash with the attacker using the same roll you would use to Defend. The higher Outcome (not contested) is treated as the result of a successful, undefended attack roll against the loser.

Desperate Defense

If you have already used your Action, you may Exert your Mind to perform a Reaction. Your next Round's Action receives a -2 dice penalty. You cannot Clash as a Desperate Defense.

Will to Survive

Once per Contract, you may reduce the severity of an incoming Injury up to 4 Severity levels (to a minimum of Severity 4). You take a point of Mind damage and suffer a Major Battle Scar that lingers after the Injury is healed, even with proper Stabilization.

If an attack's Outcome is positive after defense, it results in a new Injury with Severity = Outcome + Weapon damage - Armor

Proper Stabilization

Requires an advanced first aid kit for Severity 4 Injuries, a field surgery kit for Severity 5 Injuries, and a surgery theater for Severity 6+ Injuries.

Roll Intellect + Medicine, Difficulty equal to Severity

An Outcome of 1 or greater will Stabilize the Injury and stop its degradation.
Complete success (Outcome 4+) puts the Injury on track to heal clean: its Battle Scar heals with it.
Failed attempts can be retried at +1 Difficulty per failure.
On a Botch, the Injury's Severity increases by 1.

Makeshift Stabilization

Attempt a major treatment using insufficient or improvised medical equipment.

Roll Intellect + Medicine, Difficulty > Severity

Any positive Outcome (1+) will Stabilize the Injury and stop its degradation.
However, any Outcome less than 4 increases the Injury’s Severity by 1. Botches also worsen its Battle Scar.
Regardless of Outcome, any Battle Scars caused by the Injury will persist after it is fully healed.
Failed attempts can be retried at +1 Difficulty per failure.

Self-stabilization attempts are rolled at +1 Difficulty.

Imbued After accepting your first Invitation to a Contract, you are Imbued, altering you in several ways. After completing a Contract, your learning and conditioning improves rapidly. However, you require the Contracts to advance. You have an indomitable Will to Survive. You may Exert your Mind to improve the Outcome of your Actions. You are highly receptive to therapy and may "cure" one of your Traumas with counseling on a Downtime.

Bounce Back You heal incredibly quickly. Whenever one of your severe Injuries is Properly Stabilized, reduce its Severity by 1. Your stabilized Injuries heal 4 Severity levels per month instead of the standard 2.

Nightmares: MKULTRA flashbacks Your sleep is plagued with horrible nightmares. At the start of each Contract and each time you fall asleep, make a Self-Control roll. If you fail, you take one Mind damage.

Biography

As a child, Ramsey was an orphan who was kidnapped by the US government and experimented on during MK-ULTRA. In a side project, he and a number of other children were experimented on to create future super-soldiers. Through a mixture of drugs and some sort of ritual, the children endured many months of pain and torture. Very few survived, and seemingly none succeeded these trials. After the conclusion of the trials, Ramsey was given drugs to erase his memories and sent back off into the world in the system of child care. Ramsey grew up relatively normal, but was noticeably adrift from reality. He had once broken his arm, and was found trying to fix it on his own, un-phased by the pain. He had also noticed a strange “Eye” scar on his back, assuming it was just some birthmark. When the MK-ULTRA leaks happened in 2008, Ramsey's memories returned suddenly, alongside the pain and rage from those days. He realized his powers must have been from the experiments, and he vowed to tear down the US government with these powers to make them pay for their wrongdoings. He found a job as a PI, and worked on as many cases involving government officials as he could, all to plan his vengeance.
