You must use up One of the chains on each leg he has 5 chains tattooed together in the shape of Celtic crosses in order to activate this Effect. Roll Charisma + Occult at Difficulty 6. The target] may contest by Defending or Dodging.
If you succeed, your target will be restricted at their location by a physical, tangible binding. They cannot move to a new location, and any physical actions they take suffer a dice penalty equal to twice the contested Outcome from the Effect activation, except attempts to escape or break the binding, which only suffer half this penalty.
The binding around a target must be destroyed in order for them to break free. Breaking the binding requires a total amount of damage equal to twice the contested Outcome from the Effect activation. Damage from multiple attacks is cumulative and stacks linearly.

You cannot issue another suggestion to the target until 10 minutes after they have completed the first command or 10 minutes after a failure.
The target is unaware that they are under supernatural influence and feel they are acting of their own free will. If you fail, they realize that you were attempting to influence them supernaturally with your command.
Your command can be an order to take an immediate Action and a conditional request. You cannot order a target to "do nothing," and they are free to take other Actions as they fulfill your request. Your command cannot be obviously self-endangering or self-destructive. The Effect ends if following your command would cause a target to cross one of their Limits in a way that would necessitate a Trauma roll.
You must have some means of communicating this command to your target, but no one other than you and them will understand or perceive it.
This Effect ends if you are stunned, fall asleep, go unconscious, are incapacitated, die, or if your total Penalty ever exceeds 5.

The device is pressed to the ocular canal, and the trigger pulled. There's a snapping sound, and blood begins to leak around the rubber gasket around the eye. It is exceedingly unpleasant. The Psych-Scope is a single canister gas mask with thick glass goggles. You don the mask, securing the straps to the back of your head. Pressing a small switch patched into the right side of the mask activates its paranormal scopes, tinting the glass lenses into a shade of blue when detecting physiological data and red when determining dream data. Data is provided to the user through a HUD. Upon activation the user feels a rush of paranoia as the visualization of the target's affliction and nightmare data sends a shock to the nervous system. While the scope appears as little more than an odd choice of attire, its activation is obvious to onlookers as the lenses begin to emit colored light.
To fix a problem, you've got to find it first, and seeing is believing. The idea of the Psych-Scope came to Dr. Maddox in a dream, but it's design..that came from something otherworldly. The Psych-Scope's lenses are able to compose visual representations of conditions and traumas that a person is being affected by. The realistic manifestations found only within the target's mind, often deep within their subconscious can be unsettling. While active, it is hard to determine real from imaginary as the scope convinces your mind that the manifestations are tangible and not all dreams can be easily envisioned by an outside mind.
Exert your Mind and spend a minute. Select a Sapient target within 20 feet. You cannot investigate the same target more than once per hour. You must make a Trauma roll when you use this Effect. Its Difficulty cannot be reduced by any means. At the end of your investigation, roll Perception + Investigation at Difficulty 6.
You learn a single specific piece of information, chosen from the following list, about your target:

This Effect activates whenever a target you have injured with your teeth or claws escapes the range of your unarmed attacks. It does not require an Action or Exertion. Select a target within arm's reach. Your target should be intuitively based on the triggering event. This Effect cannot be used unless the target is alive and bleeds.
Your target is marked with a throbbing wound that smells strongly of blood. The mark can only be discovered with a deep medical inspection or Effect. Removal inflicts a Severity 1 Injury on the target.
You are aware of the marked target's direction and distance from you. This lasts for the next month, or until either the mark is removed, or you choose to end the Effect. You can have up to 1 mark active.
You receive +2 dice to any rolls made against a marked target.
The mystic enters a meditation while focusing on a remote location. Exert your Mind and spend an Action. Select a target Location within 75 feet.
You may perceive things as if you were standing at that Location. The effect lasts indefinitely but you must maintain Concentration to keep it up. You cannot perceive anything at your physical location while the effect is active.

You must maintain Concentration while using this Effect. The barrier will fall if you are interrupted, or if it absorbs the full amount of Damage. When a barrier falls, you cannot use this Effect again for a minimum of 2 Rounds.
