If accepted, the note burns up before a whisper of what was written is said in the sender's voice. If rejected or ignored, the note burns up and disappears.

You write your message on a piece(or several pieces) of paper, then draw an intricate and elaborate spell circle on the ground, using a variety of runes and diagrams found in the book used in it's casting. Upon completion, you can use this circle to send letters through the void between worlds, and the person can send them back, without a delivery nexus of their own.

If they lose possession of this Artifact, the Battle Scar heals over the course of the next day.

ORCAnnihilator is subscribed to a premium messaging service within NEO-GENIS that bypasses typical chat and comm functionalities, interacting with them directly via UI and Menu elements. It also bypasses player ‘blocks’ and (at base rate) provides a one-way stream of communication. Some have called for its removal due to concerns of harassment and violation of privacy. This Effect is not obvious, and the only sign you are using an Effect is your left hand making a fist. If someone suspects that an Effect was used, they must roll Perception + Alertness, Difficulty 8 to pick up on your Tell.
